Open Forum of Cambodia is a local nongovernmental organization who is working to promote the benefits of the poor Cambodian. OFC is implementing the program focusing on the local governance, Khmer Rouge Tribunal, Mineral Distractive and anti-corruption. We are recruiting a Cambodia national to fill the position of Executive Director. She/he will be based in Phnom Penh
Starting Date: 30 September 2008
Key Qualification
  • Master degree or higher in management, journalism, law, economics or other relevant fields
  • Proven strong leadership ability, highly organized, detail oriented and able to manage simultaneous priorities under time pressure
  • A willingness to make a long-term commitment to work for the sustainability and growths of the organization and a stronger civil society
  • Ability to produce good planning and to strategize operations
  • A proven track record in developing, creatively designing and implementing programs
  • Outstanding skills and experience in fund raising, human resource management, communication, and good team work, and staff motivation.
  • Ability to represent OFC and to communicate effectively, in writing and orally, with donors and stakeholders.
  • Demonstrated fluency in written and spoken both Khmer and English.
  • Ability to apply ICT to social issues;

Duties and Responsibilities

  1. Lead and develop an "organizational culture" which encourages open communication, team work, and self-improvement, take initiative and commitment to the goals of dialogue and information dissemination in society as a means of strengthening civil society.
    Assure that the organization has a long range strategy to achieve its mission with consistency on a timely manner.
  2. Provide leadership in developing program and organizational and financial plans in a timely manner, and carry out plans and policies approved by the Board.
  3. Network with donors to seek funds and initiate ideas and implement actions, with Board of Directors to gain trust among donor communities.
  4. Be accountable to Board of Directors and donors and ensure that project implementation is well done and effectively while keeping regular communication with the BOD and donors.
  5. Represent the OFC and provide inputs to contribute to promote accountability of law implementation in relations to the field of works of OFC with NGO networks/working groups and INGOs and donors.
